Legislative activity in 2009 ended much as it began, with lawmakers focused primarily on economic recovery.

No major employment or labor law initiatives were undertaken during the fourth quarter; however, several laws affecting compensation-related and work-life balance issues were revised. Three issues dominated legislative agendas on retirement and social security — pension plans for high earners, promotion of individual participation in pension savings plans, and an increase in the retirement age. Outside the United States, few structural changes were planned for health care systems.
