The topic du jour at the fourth annual Japan HR Society (JHRS) ShinNenKai新年会 meeting January 31 enabled readers and contributors to the last issue of The HR Agenda to continue discussion on the theme of Leaders and Leadership.      Thanks to the hospitality of Mori Living, members attending the JHRS New Year’s Party enjoyed a venue on the 37th floor of Ark Hills. About 40 Japan-based and international professionals from Asia-Pacific, Europe and North America, representing more than 30 organizations, joined the panelists in digging deeper into HR’s challenge of developing leaders.

     Panelist Warren Arbuckle explained how the pressures on business result in ever-decreasing time available for employees to attend training. Professional development programs previously delivered in five days now need to be completed in a fraction of that time. Arbuckle said a new methodology is now needed to teach required information and train skills sets in a way that is immediately applicable in the workplace. Warren explained that training can be more effective if essentials are crystallized and connected through experiential learning. He emphasized the need to get away from textbooks and plug learning directly into the business.

     Kiyo Ogushi followed by explaining her ideas of collective wisdom in leadership. A different kind of leader is needed to meet the complex changes that are happening in the business world, she said. Because of this complexity many different perspectives are needed to solve business issues. Leaders need to show wisdom and vision, and though it is difficult to accomplish, leadership needs to be valuebased. Ogushi continued by explaining that there must be a constant and dynamic flow of communication, which builds trust. Deep and substantial dialogue is essential for good leadership.

     Susumu Shinbori remarked that, in general, the conservatism built into Japanese business, especially at mid-level management, can impede the necessary changes that must occur for Japanese business to respond to the changes inherent in globalization. This built-in aversion to change and risk taking can be seen in the lack of entrepreneurial spirit within much of Japanese business. The protection of vested interests has become the main role of middle managers, he said. Modern managers of Japan need to follow the advice of a former Sony leader, Akio Morita, who once said: “Don’t be afraid to make mistakes. But, don’t make the same mistake twice.” Japanese style leadership has an ability to manage risk well, but it needs to balance taking risk and risk avoidance.

     The panel discussion was followed by a lively Q&A session. Their questions covered topics ranging from the need for “glocalization” – being global and local at the same time; to collective learning and using shared technology to spread information; and, finally, how to increase the efficiency and effectiveness of HR and learning and development.

     アーバクル氏は、仕事のプレシャーが大きいことが社員の研修機会を奪っている現状を説明した。以前は5日かけることができたプロフェッショナル開発プログラムも、今日ではその何分の一かの時間内で終わらせることが要求される。研修成果が仕事に直結するような、知識やスキル修得の新しい方法論が必要だというのがアーバクル氏の見解だ。

     同氏によれば、要点が明確でかつ経験に基づく学習に結び付けられていれば、研修の効果はこれまで以上に高まるという。教科書学習を離れ、ビジネスと即座に直結するような学習に切り替えるべきなのだ。

     次いで小串氏が「リーダーシップにおける集合的英知」という考え方を述べた。小串氏によれば、ビジネスの世界で起こっている複雑な変化に対応するためには、新しいタイプのリーダーが求められる。今日の環境の変化は複雑多岐におよぶため、ビジネスの問題を解決するにも多くの異なる視点が必要だ。リーダーには見識をもって将来の展望を示すことが要求され、これがなかなか難しいのだが価値観に基づいたリーダーシップを発揮する必要があるのだ。加えて、リーダーは、粘り強くダイナミックなコミュニケーションを展開して信頼を獲得しなければならない。良きリーダーとなるには、自ら身を乗り出して本質を見極めた対話を続けることが不可欠だというのが小串氏の結論だ。

     新堀氏は、日本のビジネス、とくに中間管理職レベルに組み込まれている守旧主義が、グローバリゼーションという変化の激しい環境においてビジネスが変革しようとする際の障害になっているのではないかと指摘する。変化やリスクを回避したがる構造的な反発は、多くの日本企業に起業家精神が欠けていることにも表れている。中間管理職の主たる役割は既得権を守ることになっているのだ。

     ソニーの創設者、盛田昭夫氏はかつてこう言った。「失敗を恐れるな。しかし同じ失敗を二度と繰り返すな。」今日の日本の経営者はこの忠告に耳を傾けるべきだろう。日本式のリーダーはリスクをうまく抑える能力を持っている。しかし今後は、あえてリスクを取ることと回避することとの間でどうバランスを取るかがより重要となるのだ。

     ディスカッション終了後には、アジア太平洋、アメリカ、欧州の各地から参加した出席者とパネリストとの間で活発な質疑応答が交わされた。質問内容は多岐に

     および「グローカリゼーション」(グローバルであると同時にローカルであるという意味)の必要性や、集団的学習と情報普及のための共有技術をどう活用するか、どうやってHRを実行力のあるものにし人材開発の効果を高めることができるか、などに及び、参加者の関心の高さがうかがえた。
