TOKYO -- Japan's Ministry of Health, Labor and Welfare said on Tuesday that the country's effective ratio of job openings to job seekers has hit its highest level since 1991. The unemployment rate also fell to a 22-year low, according to the Ministry of Internal Affairs and Communications.
